Economic and Regional Studies, Vol. 9, No. 1, pp. 68-76. Summary Subject and purpose of work: The subject of the work was the issue related to development of technical infrastructure. The aim of the work was to identify the differences in the scope of development of the selected elements of technical infrastructure at the level of poviats of the Masovian voivodeship. Materials and methods: To create the ranking of poviats multi-dimensional statistical methods were used. Three research methods were used, that is: Czekanowski’s diagram, Hellwig’s measurement and k-mean method. Data which served for the analysis were obtained from Local Database for the year 2012. Results: It was noted that within the Masovian voivodeship areas characterized with higher level of infrastructure development occur, which are above all the poviats located in the central part of the voivodeship, mainly around the largest cities of the voivodeship. Areas with weak infrastructural investments are above all poviats located in the southern area of the region, typically agricultural ones. Conclusions: Basic conclusion which stems from the work indicates that availability of drainage infrastructure is not sufficient in all the poviats of the Masovian voivodeship. It was noted that a justification of this state of affairs is the specificity of their location. Keywords: districts, sewage infrastructure, multidimensional statistical analysis Streszczenie Przedmiot i cel pracy: Przedmiotem pracy były zagadnienia związane z rozwojem infrastruktury technicznej. Za cel przyjęto natomiast identyfikację różnic w zakresie rozwoju wybranych elementów infrastruktury technicznej na poziomie powiatów województwa mazowieckiego. Materiały i metody: Do budowy rankingu powiatów zastosowano wielowymiarowe metody statystyczne. Wykorzystano trzy metody badawcze, tj.: diagram Czekanowskiego, miara Hellwiga oraz metoda k – średnich. Dane, które posłużyły do analizy pochodziły z Banku Danych Lokalnych za rok 2012. Wyniki: Stwierdzono, że w województwie mazowieckim występują obszary cechujące się wyższym poziomem rozwoju infrastruktury, są to przede wszystkim powiaty położone w centralnej części województwa, głównie wokół największych miast województwa. Obszary o słabym zainwestowaniu infrastrukturalnym to przede wszystkim powiaty zlokalizowane w południowej części regionu, typowo rolnicze. Wnioski: Podstawowy wniosek płynący z pracy wskazuje, że dostępność do infrastruktury kanalizacyjnej nie we wszystkich powiatach województwa mazowieckiego jest wystarczająca. Stwierdzono, że uzasadnieniem takiego stanu rzeczy jest specyfika renty ich położenia. Ocena dysproporcji w rozwoju... Introduction Wstęp It is justified to say that the development of infrastructure is strictly connected with improving the quality of life of society as it influences attractiveness of regions’ working and living conditions and effectiveness of agricultural production to a significant extent. Taking care of every element of infrastructure encourages i.a. alleviating the problems of a socioeconomic nature (e.g., unemployment), reducing the gaps between the level of development of neighbouring regions, supporting industrial sectors specialised in the manufacture of construction materials, reducing transport costs or creating international cooperating network (Brdulak 2005). The basic division specifies material, institutional and population infrastructure. Within the first type, communal infrastructure is situated. It can be subdivided into two subsystems. Zasadnym jest stwierdzenie, że rozwój infrastruktury jest ściśle związany z poprawą jakości życia społeczeństwa, wpływa bowiem w znaczący sposób na atrakcyjności regionów, warunki życia i pracy oraz na efektywności produkcji rolniczej. Dbanie o wszystkie elementy infrastruktury sprzyja m.in.: łagodzeniu problemów o charakterze społeczno – ekonomicznym (np. bezrobocia), zmniejszaniu różnic w poziomie rozwoju regionów sąsiadujących, wspieraniu działów przemysłu specjalizujących się w produkcji materiałów budowlanych, zmniejszeniu kosztów transportu, czy też stwarzaniu sieci międzynarodowej współpracy (Brdulak 2005). Podstawowy podział wyszczególnia infrastrukturę materialną, instytucjonalną oraz ludnościową. W ramach tej pierwszej jest umiejscowiona infrastruktura komunalna, tą z kolei można podzielić na dwa podsystemy. Figure 1. Division of infrastructure Rysunek 1. Źródło: opracowanie własne na podstawie Denczew (2006). 69 Łukasz Pietrych The notion of communal infrastructure is strictly connected with delivering basic services to the citizens such as: water, heat and electricity supply, education or healthcare. In the subject literature, a particular attention on significant influence of infrastructure on socioeconomic development of regions is paid. This is also testified by the activities undertaken by the EU countries, including Poland, which are focused on reducing differences in the level of infrastructure arrangement. Despite significant role of infrastructure in the economy, its condition is not satisfactory in every part of the country. There is also a clear inverse correlation between the investment needs, economic situation of a given region and natural conditions of infrastructure development (Piszczek, Biczkowski 2010). As the research carried out indicates, in 2008 there were large disparities in water supply and sewage system. The highest density of water network occurred within: Śląskie, Kujawsko-pomorskie and Łódzkie voivodeships and the lowest within Zachodniopomorskie and Lubuskie voivodeships. However, with regard to density of the sewage network, the situation was different. The highest density was observed in rural areas of Podkarpackie, Małopolskie and Śląskie voivodeships, what was justified by the level of urbanisation and higher capital expenditures on environmental protection. In the research, a particular attention on disparities between the level of water supply coverage and sewage system coverage is paid. In spatial terms, bigger differences between the length of water supply system and sewer system were observed in: Kujawsko-pomorskie, Łódzkie and Śląskie voivodeships (Jarosz 2008). In 2012, water supply network increased by almost 2% over the previous year. In spatial layout the highest density of networks [in km per 100 km2] occurred in Śląskie, Kujawsko-pomorskie, Łódzkie and Małopolskie; the lowest in Zachodnio-pomorskie and Lubuskie voivodeships (Adamczyk et al. 2012). It is also important to pay attention to an issue in accordance with the importance of rural areas. They occupy approximately 93,2% of the nation territory and about 14,9 mln persons inhabit here, representing 39 % of total population of the country. Water supply network in the rural areas constituted almost 78% of the entire length in Poland. Mazowieckie, Warmińskomazurskie, Lubelskie and Kujawsko-pomorskie voivodeships were characterized by the greatest increase of networks [in km] in rural areas. With regard to the sewerage network, the greatest increase [in km] occurred also in Mazowieckie and Śląskie voivodeships. 70 Pojęcie infrastruktury komunalnej jest ściśle związane z świadczeniem podstawowych usług mieszkańcom, takich jak: dostawa wody, ciepła, energii elektrycznej, oświata, czy też opieka zdrowotna. W literaturze przedmiotu zwraca się szczególną uwagę na istotny wpływ infrastruktury na rozwój społeczno-gospodarczy regionów. Świadczą również o tym, działania podejmowane przez kraje Unii Europejskiej, w tym także Polskę, nastawione na zmniejszenie różnic w poziomie zagospodarowania infrastrukturalnego. Pomimo znaczącej roli infrastruktury w gospodarce, jej stan nie w każdej części kraju jest zadawalający. Występuje również wyraźna odwrotna zależność między potrzebami inwestycyjnymi, a sytuacja ekonomiczną danego regionu oraz naturalnymi warunkami rozwoju infrastruktury (Piszczek, Biczkowski 2010). Jak wskazują dotychczas przeprowadzone badania w 2008 roku istniały duże dysproporcje w zakresie rozwoju sieci wodociągowej i kanalizacyjnej. Największe zagęszczenie sieci wodociągowej występowało na terenach województwa: śląskiego, kujawsko-pomorskiego i łódzkiego, a najmniejsze w zachodniopomorskim i lubuskim. Natomiast jeśli chodzi o zagęszczenie sieci kanalizacyjnej, to sytuacja przedstawiała się nieco inaczej, największe zagęszczenie stwierdzono na obszarach wiejskich województw: podkarpackiego, małopolskiego i śląskiego, co uzasadniono stopniem urbanizacji i większymi wydatkami inwestycyjnymi na ochronę środowiska. W badaniach zwraca się również szczególną uwagę na dysproporcje pomiędzy stopniem zwodociągowania, a stopniem skanalizowania. W ujęciu przestrzennym największe różnice pomiędzy długością sieci wodociągowej, a kanalizacyjnej zaobserwowano w województwach: kujawsko-pomorskim, łódzkim i śląskim (Jarosz 2008). W roku 2012 r. sieć wodociągowa rozdzielcza zwiększyła się w stosunku do roku poprzedniego o prawie 2%. W układzie przestrzennym największe zagęszczenie sieci [w km na 100 km2] występowało na terenach województw: śląskiego, kujawsko-pomorskiego, łódzkiego i małopolskiego; najmniejsze na terenach województw zachodnio-pomorskiego i lubuskiego (Adamczyk i in., 2012). Ważnym jest również zwrócenie uwagi na rozpatrywane zagadnienie z uwzględnieniem znaczenia obszarów wiejskich. Zajmują one około 93,2% terytorium państwa, a zamieszkuje je 14,9 mln osób, co stanowi 39% ogółu ludności kraju. Sieć wodociągowa na terenach wiejskich stanowiła prawie 78% całkowitej długości sieci w Polsce. Największym przyrostem sieci [w km] na terenach wiejskich charakteryzowały się województwa: mazowieckie, warmińsko-mazurskie, lubelskie i kujawsko-pomorskie. The study analysed Mazowieckie voivodeship region. Its purpose was to assess disparities between the districts in terms of selected elements of technical infrastructure. These elements were water supply and sewerage networks. Materials and methods The most significant in multidimensional statistical analysis procedure is selection of an appropriate set of variables. The literature mentions the following processes: finding an initial set of variables on the basis of substantive criteria, formalstatistical analysis and selection of an optimal set (Kisielińska, Stańko 2009). The choice of the variables describing a set research goal was made via brainstorming method, having regard the factors such as accessibility of data and desirability in relation to the subject of the work. The following variables were chosen: X1 – Population using the waste water treatment in % of the total population (situation on 31.12); X2 – Municipal solid waste collected per 1 inhabitant; X3 – Water mains ramification network per 100 km2 (situation as per 31.12); X4 – Separate sewage system per 100 km2 (situation as per 31.12); X5 – Municipal waste water and trade effluent requiring treatment discharged to water or to the ground in dam3; 6 X – Municipal waste water and trade effluent treated in % requiring treatment; X7 – Water supply connection leading to residential buildings (in units) X8 – Sewage connection leading to residential buildings (in units) X9 – Water consumption from water supply in households in m3 per one inhabitant; 10 X – Municipal sewage treatment plant capacity in m3 per 24 hours. Celem była ocena dysproporcji pomiędzy powiatami w zakresie wybranych elementów infrastruktury technicznej. Tymi elementami były sieci wodociągowe i kanalizacyjne. Materiał i metody Najistotniejszym elementem w procedurze wielowymiarowej analizy statystycznej jest wybór odpowiedniego zestawu zmiennych. W literaturze wymienia się następujące etapy: ustalenie pierwotnego zestawu zmiennych na podstawie kryteriów merytorycznych, analiza formalno – statystyczna oraz wybór optymalnego zestawu (Kisielińska, Stańko 2009). Wyboru zmiennych opisujących postawiony cel badawczy dokonano metodą burzy mózgów, mając na uwadze takie czynniki, jak dostępność danych oraz celowość w stosunku do tematu pracy. Wybrano następujące zmienne: X1 – Ludność korzystająca z oczyszczalni ścieków w % ogółu ludności (stan w dniu 31 XII); X2 – Zmieszane odpady komunalne zebrane na 1 mieszkańca; X3 – Sieć wodociągowa rozdzielcza na 100 km2 (stan w dniu 31 XII); X4 – Sieć kanalizacyjna rozdzielcza na 100 km2 (stan w dniu 31 XII); X5 – ścieki komunalne i przemysłowe wymagające oczyszczenia odprowadzone do wód lub do ziemi w dam3; X6 – ścieki komunalne i przemysłowe oczyszczane w % wymagających oczyszczenia; X7 – połączenia wodociągowe prowadzące do budynków mieszkalnych w szt.; X8 – połączenia kanalizacyjne prowadzące do budynków mieszkalnych w szt.; X9 – zużycie wody z wodociągów w gospodarstwach domowych w m3 na jednego mieszkańca; X10 – projektowana przepustowość komunalnych oczyszczalni ścieków w m3 na dobę. Upon analyzing the received diagram it can be stated that this method has not given satisfying results, however, some characteristics can be noticed: -- Pruszków, Piaseczno and Wołomin Districts create three single groups, showing no similarity to the others; -- Warsaw West District and Grodzki District create two-component group; -- Łosice, Zwoleń, Płońsk, Płock Districts create linear focus in which neighboring objects are similar to each other; -- The next groups similar to each other are Mińsk and Radom Districts, and the next threecomponent group: Garwolin, Grójec and Otwock Districts; 74 Analizując otrzymany diagram, można stwierdzić, że metoda ta nie dała zadawalających rezultatów, jednakże można zaobserwować kilka charakterystycznych cech: -- powiaty: pruszkowski, piaseczyński oraz wołomiński tworzą trzy oddzielne grupy, nie wykazujące podobieństwa do pozostałych; -- powiaty: warszawski zachodni oraz grodziski tworzą dwuelementową grupę; -- łosicki, zwoleński, płoński, płocki tworzą liniowe skupienie, w którym sąsiadujące obiekty są do siebie podobne; -- kolejne dwie grupy powiatów podobnych do siebie to miński i radomski, oraz kolejna trzyelementowa: garwoliński, grójecki i otwocki; -- można stwierdzić, że wszystkie pozostałe powiaty tworzą jedno duże skupisko o charakterze Disparities assessment in the development... Obviously, under this cluster, groups more similar to each other can be distinguished (e.g. Maków, Żuromin, Przasnysz, Mława, Ostrów Districts) It should be noticed, that in order to interpret the reasons of these disparities more accurately, in-depth analysis should be conducted. Any differences can be a reason of overlapping of a few factors i.e.: conducting pro-development policy, activity in obtaining external funds for investments or those caused by location rent (Piaseczno District) resulting from the neighborhood of the big city (Warsaw). Wszelkiego rodzaju różnice mogą być przyczyną, wzajemnie nakładających się, kilku czynników m.in.: prowadzeniem prorozwojowej polityki przez władze tych jednostek, aktywnością w pozyskiwaniu zewnętrznych środków na inwestycje, czy też będące skutkiem renty położenia (piaseczyński) wynikającym z sąsiedztwa dużego miasta (Warszawa). Taking care of and the development of the sewage infrastructure is the responsibility of local government unit. It must be noted that this is a cost-intensive task, arranged over a long period of time. Local authorities often seek alternative national or EU sources of finance (Kłos 2011). Therefore, it can be reasonably assumed that one of the main factors having an impact on facilitating new investments in this field is the available budget (Chudy 2011). The condition of infrastructure in Poland is quite diverse. Disparities occur in the equipment with the most necessary elements of technical infrastructure in subsequent Poland regions. A huge concentration of these elements in the cities and weak concentration in the rural areas have a negative impact on the development of the latter ones and on the quality of life of the citizens. It is clear that better developed infrastructure has an impact on the attractiveness of territories and economic development (Gruszczyński 2001). In Poland, a considerable diversification of the development level of technical infrastructure occurs, especially with reference to the rural areas (Piszczek: 2013). After more accurate analysis for selected research area it should be stated that in Mazowieckie voivodeship, the areas characterized by the higher level of infrastructure development are districts located in the central part of the voivodeship, mainly around the biggest cities of the voivodeship. They are characterized to a greater extent by non-agricltural activity (i.a. large share of economic operator working in the third sector) which dealt with political transformations. In Mazowieckie voivodeship there are also areas with poor infrastructure investing (significantly diverge from those of the first places in the ranking). These are most often districts located in the southern part of the region, typically agricultural. It can be concluded that the justification for this is the specificity of their location rent (Piszczek 2013). The results presented in the thesis indicate that the accessibility to the sewage infrastructure is sufficient not in every district of Mazowieckie voivodeship. Linear ordering methods made it possible to hierarch the districts in terms of the development of sewage infrastructure. It was made in terms of three variables: amount of municipal solid waste collected per 1 inhabitant, the number of sewage connections Dbanie oraz rozwój infrastruktury kanalizacyjnej należy do zadań jednostek samorządu terytorialnego. Należy stwierdzić, że jest to zadanie kosztowne i zazwyczaj rozplanowane w długim okresie czasu. Władze lokalne na realizacje tych celów często poszukują dodatkowych źródeł finansowania krajowych, jak i unijnych (Kłos 2011). Zasadnym jest zatem stwierdzenie, że jednym z głównych czynników wpływającym na podejmowaniem nowych inwestycji z tego zakresu jest pula dostępnych środków (Chudy 2011). Stan infrastruktury w Polsce jest dość zróżnicowany. Dysproporcje, jakie występują w wyposażeniu poszczególnych regionów Polski w najpotrzebniejsze elementy infrastruktury technicznej, duża ich koncentracja w miastach, a słaba na obszarach wiejskich niekorzystnie wpływają na rozwój tych drugich, a także na jakość życia ich mieszkańców. Wiadomym jest, że lepiej rozwinięta infrastruktura, pozytywnie wpływa na atrakcyjność terenów oraz rozwój gospodarczy (Gruszczyński 2001). W Polsce nadal występuje duże zróżnicowaniem stopnia rozwoju infrastruktury technicznej, szczególnie w odniesieniu do obszarów wiejskich (Piszczek 2013). Po przeprowadzeniu dokładniejszej analizy dla wybranego obszaru badań należy stwierdzić, że w województwie mazowieckim występują obszary cechujące się wyższym poziomem rozwoju infrastruktury, to przede wszystkim powiaty położone w centralnej części województwa, głównie wokół największych miast województwa. Charakteryzują się w większym stopniu działalnością pozarolniczą (m.in. dużym udziałem podmiotów gospodarczych działających w trzecim sektorze), które poradziły sobie z przeobrażeniami ustrojowymi. W województwie mazowieckim są także obszary o słabym zainwestowaniu infrastrukturalnym (w istotny sposób odbiegające od tych z pierwszych miejsc rankingu). Są to najczęściej powiaty zlokalizowane w południowej części regionu, typowo rolnicze. Można stwierdzić, że uzasadnieniem takiego stanu rzeczy jest specyfika renty ich położenia (Piszczek 2013). Wyniki przedstawione w pracy wskazują, że dostępność do infrastruktury kanalizacyjnej nie we wszystkich powiatach województwa mazowieckiego jest wystarczająca. Metody porządkowania liniowego pozwoliły na hierarchizację powiatów ze względu na rozwój infrastruktury kanalizacyjnej. However, it should be noted that due to the subjectivism in determining the scale, this method is not fully correct. It can be stated that the presented methods can be used to indicate disparities between regions in terms of the development in a specific area, and this in turn may be used to stimulate local authorities activity in reducing these differences. In conclusion, the increase of accessibility to the sewage infrastructure causes the improvement of the quality of life and increase of attractiveness of a given region for potential investors. Diagram Czekanowskiego pozwolił na wyznaczenie liniowych skupisk powiatów podobnych do siebie, jednakże należy pamiętać, że ze względy na subiektywizm w określaniu skali podobieństwa nie jest to metoda bardzo dobra. Można stwierdzić, że przedstawione metody mogą służyć do wykazywania dysproporcji pomiędzy regionami, pod względem rozwoju w określonej dziedzinie, a to z kolei może służyć pobudzeniu aktywności władz lokalnych w celu pomniejszania różnic.
