strategy) for the region?

5.2. Please describe the role and responsibilities of the government concerning the following
levels in the field of innovation and entrepreneurship support based on official documents
like national or regional strategy.
5.2.1. National level (national government)
The government is responsible for arrangement and implementation: National Development
Plan, National Regional Development Strategy, Long-term Regional Development Strategy,
strategies and sectorial program, other operational programmes, long-term financial plans and
means disposal criterion. The government also negotiates local contracts, so civil contracts
concluded between the government and local governments, monitors its implementation and
evaluates them externally. Supporting enterprise development and innovations on
governmental level is possible especially within the framework of operating program
Innovative Economy and Eastern Poland Development.

5.2.2. Regional level (regional government)
Voivodeship government, which organs represent a community which occupies a certain
region of a voivodeship, therefore they represent communities which create local governments
(district, commune) in this voivodeship, they are responsible for creating and realization of
interlocal policy.
The base of it is a voivodeship development strategy. Voivodeship government, due to its
constitutional rule of independence can put in its strategy particular goals for a certain
voivodeship. In a local operating program – the local government frames these priorities and
activities in a voivodeship development strategy, which is similar to National Local
Development Strategy goals and receives bailout to these activities from public community
resources and national budget.
The local government can also take part in preparation or preparation and realisation of
different operational programmes. Supporing enterprise development and innovations on a
local level is possible especially within the framework of Local Operational Programmes.
