Public relations w służbie samorządów Podsumowanie Działalność public relations w instytucjach publicznych spełnia takie same funkcje jak w każdym innym typie organizacji. Jej istotą także jest komunikacja, podawanie pełnych i prawdziwych informacji, a skuteczność zależy od ciągłości podejmowanych czynności. Wszystko to pozwala na kreowanie wizerunku skutecznych i przyjaznych obywatelowi instytucji oraz zwiększenie efektywności oferowanych przez nie usług publicznych. Szczególną rolę pełni public relations w instytucjach samorządowych, ponieważ – w przeciwieństwie do firm – każdy obywatel prędzej czy później musi mieć z nimi kontakt, a także często jest uzależniony od wydawanych przez nie decyzji. Jednocześnie instytucje publiczne są uzależnione od obywatela, który płacąc podatki, finansuje ich działalność. To powoduje, że odgrywają wobec niego służebną rolę i dlatego między innymi powinny dbać o zadowolenie obywatela z ich funkcjonowania oraz o stworzenie dwukierunkowej komunikacji na linii obywatel-instytucja. Muszą więc być elastyczne, odpowiadać na potrzeby społeczeństwa. Z drugiej strony także obywatel powinien angażować się w sprawy, które należą do kompetencji poszczególnych instytucji, pamiętając, że leży to w jego interesie. Public relations w instytucjach publicznych to jednak nie tylko działania skierowane na zewnątrz. To także dbałość o własnych pracowników, zapewnianie im jak najlepszych warunków pracy, możliwości awansu itp. Muszą to być także profesjonaliści, doskonale orientujący się w sprawach, którymi bezpośrednio się zajmują (tylko dzięki temu obywatele zdobędą pewność, że pomocy udzielają im specjaliści, którym mogą zaufać), a także osoby przestrzegające prawa (jakiekolwiek zarzuty stawiane funkcjonariuszowi publicznemu rzutują negatywnie na wizerunek całej instytucji, niezależnie od tego, czy rzeczywiście skala problemu jest tak duża). Its essence is also communication, the administration of complete and correct information and the effectiveness depends on the continuity of the activities taken. All this allows to create the image of efficient and citizenfriendly institutions, and increase the efficiency of its public services. In local government institutions public relations play a special role, because - unlike in companies - each citizen must sooner or later be in contact with them, and often depends on the decision issued by them. Simultaneously, public institutions are dependent on the citizen, who pay taxes and finance their activities. This makes them play a subordinate role to him and, therefore, among other things they should take care of citizen satisfaction with their functioning and to produce a two-way communication with him. They must therefore be flexible and respond to the needs of the society. On the other hand the citizen should engage in matters that fall within the competence of each institution, keeping in mind that it is in his personal interest. Public relations in public institutions is not only actions directed outward. It is also a concern for its employees, providing them with the best working conditions, promotion opportunities, etc. They are expected to be professional, well-oriented in the matters which they deal with (only then the citizens will gain assurance that the assistance is provided by specialists, whom they may trust), as well as law abiding individuals (any allegations against a public official impinge negatively on the image of the entire organization, regardless the scale of the problem).
