1. Program Security Research – dzień informacyjny i brokerski, Bruksela, 25 marca 2004
W związku nowym programem ramowym Security Research, który będzie uruchomiony od 2007 roku, Komisja
Europejska w ramach planu “Preparatory Action on the enhancement of the European industrial potential in the field
of Security Research - PASR”, organizuje 25 marca br. dzień informacyjny ze spotkaniem brokerskim dotyczącym
pierwszego konkursu, który będzie ogłoszony w kwietniu br.
Komisja traktuje spotkanie brokerskie jako tzw. Expression of Interest. Na spotkaniu tym można zaprezentować
własne propozycje projektów (badawczych i wspierających) w obszarach
- situation awareness improvement
- security optimization and protection of networked systems
- protection against terrorism
- crisis management
- interoperability and integrated systems
Zgłaszane propozycje projektów mogą być uwzględnione w pierwszym konkursie. Propozycje projektów należy

2. Projekty stypendialne „Marie Curie Transfer of Knowledge (ToK)”, szkolenie, Warszawa, 30 marca 2004
W dniu 30 marca w Warszawie (IPPT, ul. Świętokrzyska 21; godz. 10:30-14:00) Krajowy Punkt Kontaktowy
organizuje szkolenie na temat przygotowywania wnioskow na projekty typu Transfer of Knowledge realizowane w
ramach Systemu Stypendialnego Marie Curie w 6PR.
W pierwszym konkursie w roku 2003 na 220 ocenianych wniosków zostało zaakceptowanych 87. W przypadku
Polski na 68 zgłoszonych projektów do negocjacji przystapilo 27, a więc współczynnik sukcesu wynosi prawie 37%
i jest jednym z wyższych w 6PR. Najbliższy termin składania wniosków: 19 maja 2004.
Stypendia Marie Curie Fellowships for the Transfer of Knowledge (ToK) dzielą się na 2 rodzaje:
1. stypendia rozwojowe (Marie Curie Development Scheme - DS)
2. stypendia współpracy między instytucją naukową a przedsiębiorstwem (Marie Curie Industry-Academia
Strategic Partnership Scheme - IAP)

ad 1. Główny cel projektu ToK-Development Scheme to rozwój potencjału naukowego jednostki (akceptowana
jest każda dziedzina niezależnie od priorytetów 6.PR) poprzez:
(i) przyjmowanie doświadczonych naukowców do polskich instytucji;
(ii) wysyłanie na stypendia, do wcześniej wskazanych we wniosku ośrodków, własnych pracowników (osoby takie
muszą być zatrudnione w danym instytucie, przez co najmniej trzy lata) celem poznania przez nich np. nowych
metod i technik badawczych, które następnie będą wdrażane po powrocie w macierzystej placówce.
W rozumieniu Systemu Stypendialnego Marii Curie doświadczony naukowiec to osoba, która ma stopień naukowy
doktora lub przynajmniej 4 lata stażu naukowego (wliczone są studia doktoranckie) po zakończeniu studiów
wyższych. Z funduszy projektu nie można finansować organizowania międzynarodowych konferencji i sympozjów,
należy skupić się na przyjmowaniu i wysyłaniu naukowców na stypendia.
ad 2. Projekty ToK-Industry Academia Partnership polegają na współpracy przedsiębiorstw i instytucji naukowych z
różnych krajów i wzajemnej wymianie pracowników.

4. Spotkanie na temat programów stypendialnych, Warszawa, 31 marca
31 marca w Warszawie odbędzie się spotkanie (język roboczy: angielski i polski) dla doktorantów i doktorów na
temat niemieckich, polskich i europejskich programów stypendialnych. Przedstawione będą:
- Marie Curie Fellowships

- Polskie programy stypendialne
- Europejski Portal dla Mobilnych Naukowców

8. ESSCAP 2004, 1st European symposium on Supercapacitors & Applications, Belfort, France, 4-5
November 2004
First announcement and Call For papers Symposium objectives:
Supercapacitors are new storage elements for electrical energy. They have an instantaneous power more significant
than that of the batteries and energy larger than that of the conventional capacitors. Their lifespan are higher than
that of the batteries (approximately 10 years). They have a structure anode-cathode containing activated carbon,
which leads to obtain very high capacitance values (up to 5000 F). So supercapacitors will be new potential storage
elements for energy, ideally complementary to the batteries or the fuel cell in the field of transport for example.
Other applications as in the field of stationary or telecommunication were carried out in the world, or are in phase of
study and of evaluation
Many studies are carried out to increase the cross capacity-voltage of these components. However due to their recent
technology, some significant points remain in order to know how to improve the reliability of the component and the
system in which they are used. The objective of this congress is to bring together in Europe the specialists who work
in the field of the supercapacitors, to present the state of the art and to discuss the evolution of the technologies for
supercapacitors, as well as theirs use in various fields. This congress will have to specify the problems concerning
reliability, the diagnosis and the safety of their use as well as the development of devices for balancing and power
electronics related to the use of the supercapacitors.
This meeting must be also the occasion to give a progress report on the work completed on the standardization of the
supercapacitors, and to see whether there is a possibility of establishing a European or international standard
concerning the tests and the use of the supercapacitors.

9.2. An italian SME is interested to submit a project proposal and is looking for partners on the following topic:
3.4.2.3 Engineering support for materials development
- Materials by design: Bioinspired materials and Organic/Inorganic Hybrid materials - STREP
Acronym: AQUAHYBRID
Project description:
The targeted aim of the project is to study a new hybrid material, organic/inorganic, having multipurpose functions
related with the property to bind high and small sized compounds. The strategy is to use waste inorganic compounds
(i.e. rubber, ceramic) having low cost and low add values or produced in large amount. These compounds will be
used as support to immobilize proteinacious molecules (nanomolecules) able to bind compounds. Proteinacious
molecules linked to recycled inorganic support will be able to recognize/bind/capture the targeted molecules. The
new generated multipurpose compounds can be used as diagnostic up to wastewater management depending by
activity of linked proteinacious molecules. Recyclable compounds will be screened and analysed in order to evaluate
their use as support to link proteinacious substances. These latter can be studied to be suitable for specific purpose
and compatible to link on inorganic material. Inorganic and organic substances must be careful analysed. Chemicalphysical properties and surfaces engineering will be set up to obtain new substance. This can open new opportunities
of industrial production and increases european competitiveness.
PROFILE OF PARTNERS:
- Companies producing recycled non metallic compounds (plastic-rubber-ceramic-glass-leagues); these groups must
work in processing of compounds to generate beads useful for the aim of the project.

- Engineers and Chemists (in nanotechnology) of non metallic compounds; these groups must work on study
physical-chemistry properties of substances and engineering to highlight information in order to produce beads
suitable for the aim of the project.
- Wastewater and Pollution managers with high expertise in waste management and able to produce a model to study
the properties of hybrid substances.
- Groups able to study simulation of environmental, statistic, fluid dynamic of particles.
EXPERTISE OF PROPONENT:
The italian SME “Ambiotec” is devoted to research and development of applications in the chemical-pharmaceutical
and environmental fields. In the chemical-pharmaceutical section, we research on and develop enzymatic processes
for drug synthesis or for new pharmaceutical formulations. In the environmental sector we research on and devlop
enzymatic processes for bioremediation. Furthermore, we offer the following services:
- setting up microorganism cultivation on development scale up to 50 lt. purification of biomolecules of low and high
molecular weigth on developmental scale up to 50 lt.

Celem projektu jest opracowanie takiego samochodu, który realizował będzie wymagania pojazdu miejskiego: niskie

Celem projektu jest analiza stanu zaawansowania prac nad technologią ogniw paliwowych dla trzech modów

odbiorców technologii, regulacji dotyczących spełnienia wymogów ochrony środowiska i bezpieczeństwa,

Debata na temat 7PR rozpoczęła się we wrześniu 2003 roku kiedy to Rada ds. Konkurencyjności zachęciła Komisję i
Państwa Członkowskie do bardziej efektywnego wykorzystania instrumentów finansowych, łącznie z Funduszami
Strukturalnymi UE, w dziedzinie badań naukowych i rozwoju.
Od tamtego czasu w debacie zabrało już głos kilku decydentów. Najważniejsze wypowiedzi zostały zamieszczone w
