Background
Aim:
To study the encounters between migrant families, and municipal services
within the areas of education and health in public sector.
Data:
3 municipalities in the county of Rogaland
-Informants from health and care sector
-Informants from schools and kindergarten
-Employers
-Polish couples living in Norway

Child health clinics
Municipal child health clinics in Norway provides health promotion and
preventive services for pregnant women, children and adolescents up to 20
years and their parents, and the service is free.
The service can be divided into four different areas:
1) Midwife for pregnant women
2) Child health clinic for children between 0-5 years
3) School health services for children and adolescents between 6-19 years
4) Youth health clinic

Child health clinics
Midwife
- Reports of good experiences from both midwives and pregnant women
- Voluntary service and motivated women
- Pregnant women often seek additional services in Poland
Child health clinic for children between 0-5 years
- Used by most parents
- Not all parents understand that it is a free service
- Expect the physical well being of the child to be controlled, not interaction with
parents
- Uneasiness about vague boundaries for health personnel's responsibility and parental
responsibility
School health services
- Used by all children
- No reports of use from Polish informants
- Lack of recourses is mentioned as a worry when it comes to the quality of the service
offered immigrant youth

Community nurse
“They are receptive, but it takes some time. They expect
delivery on “meat control” and vaccinations. Get a bit puzzled
when we ask about their interaction with the child. Immigrant
parents are more likely to handle the situation in the same
manner they were raised themselves. They are more
independent than Norwegian parents.”

Kindergarten
The Kindergarten Act (2005) are to secure all children living in Norwegian
municipalities access to kindergarten from 1 year of age. There is no duty to
attend kindergarten, but nine out of ten children do. Parents have to pay a
monthly fee.
- The Kindergarten Act §2 states that the service has a preschool educational
approach
- The mission statement stresses a close cooperation with the home.
- Content and organisation is governed by The Kindergarten Act (2005) and
Framework Plan for the Content and Tasks of Kindergartens (2011)
- Core values are respect for human value and nature, intellectual freedom,
compassion, forgiveness, equity, solidarity, recognition of the value of
childhood, fulfilment in play and learning, and democracy. Furthermore we
find values like creative zest, wonder and exploration, in addition to the
child's right to participate.

Kindergarten
- Most Polish families send their children to kindergarten
- Overall they are content with the service. Most appreciated is the emphasis
on each individual child and the support given for linguistic and social
development
- Parents have critical reviews of both content, daily routines and safety.
Especially the practice of being outdoors in all types of weather seems very
unfamiliar
- Preschool teachers reports of a need for thorough information about
expectations to parents
- Parents involvement in the kindergarten activities vary from not interested
at all to very interested
- Technology are used in order to communicate well with children and
parents

Kindergarten
O: What’s your contact with the kindergarten your daughter attends? Are you
engaged in dugnad or other events organized in the kindergarten?
H: When they organize some festivals or performances we take active part in
their organization. […] We don’t want to be outsiders because she’ll feel it
sooner or later. […] I would like her very much to feel well here; I want her to
make friends when we’ll settled here for good, and I would like to have contact
with their parents. Moreover, we don’t have problems in kindergarten, with
pedagogues or teachers. I’m aware that we don’t understand most of things,
e.g. they prefer wool clothes, and I don’t buy such. They want me to buy
additional rompers, preferably wool one, so I go and buy the one I want. There
are some misunderstandings resulting from discrepancies between Polish and
Norwegian kindergartens. Nevertheless, we haven’t got any problems with
kindergarten.
