Małgorzata PETZEL*, Marzena MAJZNER, Aneta LOREK – Institute of Chemistry, Faculty of Civil Engineering, Mechanics and Petrochemistry, Warsaw University of Technology (WUT), Branch in Plock, Plock, Poland Please cite as: CHEMIK 2014, 68, 3, 187–190 Introduction The occupation is a set of vocational tasks distinguished as a result of social division of labour. These tasks are executed constantly or with small changes by individuals and require adequate qualifications gained through education or practice [1]. Description The Regulation of the Minister of Labour and Social Policy of 27 April 2010 [2] distinguishes occupation 214502 chemical technology engineer (chte) and also occupation 211302 chemist – chemical technology. The Polish classification of occupations and specializations is based on ISCO-08 [1]. According to ISCO-08 the whole Polish group 2145 chemist engineers and related occupations corresponds to the group 2145 chemist engineers, where no occupations are distinguished. Corresponding author: Małgorzata PETZEL – Ph.D. (Eng), e-mail: [email protected] 188 • Vocational task is a logic part or stage of work within occupation with clearly defined beginning and end, distinguished due to the type or method of performing vocational activities related to one object and ending with product, service or decision [3]. The list of vocational tasks is an element of vocational qualification standard. 253 vocational qualification standards have been compiled (National Vocational Qualification Standards) [4]. The vocational qualification standard for chte occupation has not been defined. The portal of public employment services posts classification of occupations and specializations [5] for the purposes of implementing provisions of the Act of 20 April 2004 [6]. The portal presents among others description of chte occupation [7]. Institute for Sustainable Technologies has compiled Monitoring and Evaluation System of Employees’ Competences [8]. Based on the catalogue of vocational tasks for vocational area for chemical engineering engineer [9] the catalogue of vocational tasks for vocational area for chte has been defined. nr 3/2014 • tom 68 Conclusions Polish legislation has caused fragmentation of group 2145 chemist engineers and related occupations into several occupations. This is nr 3/2014 • tom 68 reflected neither by international legislation nor by labour market. The ISCO-08 does not divide group 2145 chemist engineers. According to employers, there is no difference between occupations classified in group 2145 chemist engineers and related occupations, and even between occupations from this group and group 2113 chemists. Moreover, job offers do not include appropriateness of occupation and job positions. Due to the increase of higher education institutions’ autonomy and generality of descriptors in the area of academic study, the higher education institutions presented differentiated descriptors in the field of study in the science. The victory over nightmare of education standards gave rise to hundredfold more dangerous multi-headed Hydra that came in the form of descriptors in the field of study in the science, Hydra that will have to be defeated by new Hercules through creating once again education standards. Legislation, employers and higher education institutions help neither in defining occupation of chemical technology engineer nor in describing elements distinguishing this occupation. The question “Who is chemical technology engineer, exactly?” might be found rhetoric. Regulation of the Minister of Science and Higher Education of 12 July 2007 on education standards for particular fields of study and levels • 189 X Conference Chances and possibilities of chemical industry in EU Job positions for engineer with higher chemical education are extremely diversified. From positions that might be considered as typical for such education, through positions related to sales and marketing as well as management and consultancy positions requiring chemical expertise, up to positions that can be hardly considered typical for chemical education. The variety of job positions entails high diversity of vocational responsibilities. Employers: 1) specify required higher education generally or broadly; 2) do not classify higher chemical education according to occupations defined in the Regulation of the Minister of Labour and Social Policy of 27 April 2010 [2]; 3) specify very narrowly education requirements; 4) do not include completion of applicable higher education as necessary condition; 5) do not distinguish fields in study and specializations. Therefore, it is not possible to determine vocational tasks for chte occupation based on job offers. Two approaches have been selected for preparation of study programmes for the field of study in Chemical technology (fsCht). 1) detailed specification of teaching/education standards and 2) existence of general guidelines regarding curricular requirements. Additional factor determining education are specializations within fsCht. According to the Directive of the Minister of National Education of 24 April 1989 [10] fsCht has been classified as the technological field of study. The Act No. 234/96 of Central Council of Higher Education of 22 February 1996 [11] presents curricular requirements for fsCht. FsCht has been listed as the field of study according to the Regulation of the Minister of National Education of 20 June 2001 [12] and then according to the Regulation of the Minister of National Education and Sport of 28 March 2002 [13]. The Regulation of the Minister of National Education and Sport of 18 April 2002 [14] presents teaching standards for fsCht. Starting from academic year 2007/2008 fsCht began to be conducted on two education levels in accordance with the Regulation of the Minister of Science and Higher Education of 13 June 2006 [15]. Education standards for fsCht were presented in the Regulation of the Minister of Science and Higher Education of 12 July 2007 [16]. Teaching/education standards have limited higher school autonomy, but at the same time they have guaranteed comparability of education. According to the Regulation of the Minister of Science and Higher Education of 8 August 2011 [17] the field of study in the science Chemical technology has been placed in the area of technological sciences. In connection with implementation of National Qualifications Frameworks for Higher Education the descriptors in the area of academic study have been specified as stated in the Regulation of the Minister of Science and Higher Education of 2 November 2011 [18]. Based on descriptors in the area of academic study the higher education institutions have compiled the descriptors in the field of study in the science for Chemical technology. Due to the generality of descriptors in the area of academic study the prepared descriptors in the field of study in the science were very diversified (in terms of their number, but mostly in terms of substantial content). In several cases first cycle degree studies in fsCht are conducted without specializations. In other cases, apart of broad specialization, narrow specializations are realized, including specializations specific for individual higher education institutions. Wide variety of specializations in combination with different descriptors in the field of study in the science results in diversification of knowledge and skills of fsCht graduate. Taking into account job offers one may presume it is possible that graduate of fsCht might satisfy employers’ expectations provided that the graduate will be on labour market in the right place at the right time X Conference Chances and possibilities of chemical industry in EU of study as well as the procedures for creating new fields of study and conditions to be met by the higher education institution in order to run interfaculty studies and combination fields of study (Journal of Laws, No. 164, item 1166). 17.
