The institution of joint fulfilment of public procurement is widely used because of the high requirements set by contracting authorities. Many problems related to its application simultaneously arise. The considerations presented focus on the need to satisfy individual conditions for taking part in proceedings by one, all or some contractors and the related admissibility of their combination or aggregation. The authors prove that financial assistance obtained, which originates from public funds, for the implementation of the project must only be a tool for achieving the planned project objectives and should not be the objective in itself. The beneficiary of the grant needs to comply with numerous different requirements in order to properly implement the cofinancing agreement, which constitutes the basis of the implementation of the project. In the first instance, the authoress discusses the level of the stamp duty on the power of attorney or commercial representation which is granted in the situation where there are several entities, both on the part of the principals and the authorisees. She then analyses the obligation to pay the stamp duty on a substitution power of attorney and on the substitution authorisation granted to a trainee lawyer by a professional proxy. Nowak Impact of local conditions on the sale of municipal real property using the example of municipalities from the external zone of the Szczecin Metropolitan Area..................................... 44 The article specifies how the policy of selling municipal land and the extent to which the level of income of the municipality is determined by the local conditions in six municipalities from the external zone of the Szczecin Metropolitan Area: Goleniów, Police, Kobylanka, Stare Czarnowo, Nowe Warpno and Dobra Szczecińska in the years 2007–2010. In particular, in the analysis, the authors drew attention to the assignment of the real property being sold and the impact of the locational factors on the transactions being conducted. SUPERVISION AND CONTROL Alina Smagała Analysis of selected rulings of the Supreme Administrative Court and voivodship administrative courts regarding supervisory settlements of boards of regional chambers of audit..........................57 The study mainly presents rulings, in which administrative courts, examining complaints of local authorities in the supervisory settlements of boards of regional chambers of audit, presented a different interpretation of the applicable regulations to that of the supervisory bodies. The authoress points out that the arguments of certain rulings were critically assessed in commentaries, including rulings of the Supreme Administrative Court finally settling to the favour of the ruling body, constituting doubts as to the ability of an executive body of a local authority to modify a draft amendment to a budget resolution during the financial year.
