WARUNKI PRZYJMOWANIA TEKSTÓW DO DRUKU
Redakcja przyjmuje teksty oryginalne o objętości 25–40 tys. znaków, z wyraźnie zaznaczonym tytułem, podziałem na podrozdziały, podsumowaniem, przypisami, krótką notką o autorze oraz adresem
e-mailowym. Materiały większe lub mniejsze albo już publikowane wymagają osobnej zgody Redaktora
Naczelnego. Wymagania co do wielkości tekstu nie dotyczą polemik, glos, sprawozdań, recenzji itp.
Tekst należy również zaopatrzyć w abstrakt w języku polskim, o objętości nie większej niż 500 znaków.
Autor może zaproponować tłumaczenie na język angielski tytułu tekstu oraz abstraktu, a także podać
adres e-mailowy w celu publikacji. Przypisy powinny być opracowane w tradycyjny sposób – na dole
strony. Dopuszczalny jest również wykaz wykorzystanej w tekście literatury. Materiały wraz z danymi
autora (stanowisko, adres, numer telefonu) i ewentualnym listem polecającym prosimy przysyłać pocztą
elektroniczną lub zwykłą, z załączoną płytą CD.
Przekazując tekst do redakcji, autor przenosi na Wydawcę wyłączne prawo do jego publikacji. Nie drukujemy artykułów o charakterze opisowym, pozbawionych aspektu badawczego lub nowych treści interesujących poznawczo. Autor ponosi odpowiedzialność za aktualny stan prawny, orzecznictwa i doktryny.
Redakcja zastrzega sobie prawo skracania tekstów, zmiany tytułów, śródtytułów oraz poprawek merytorycznych i stylistycznych, również w wersji angielskiej. Materiałów niezamówionych nie zwracamy.
Warunkiem publikacji tekstu jest odesłanie uprzednio podpisanej umowy z Wydawnictwem.

Inter-municipality collaboration – forms, scope, motivations ................................................................11
Inter-municipality collaboration helps resolve local management problems, but it is also related to numerous organizational and political difficulties. The article attempts to estimate the scale of collaboration between municipal self-government units in Poland, primarily on the basis of
the budget reports of the municipalities, self-government associations and municipal companies. It shows a small but steadily growing scale of
collaboration, also indicating the sectors of the economy, to which the collaboration most frequently applies. It also discusses the matter of the
motives behind the creation of institutions of collaboration, as well as trying to identify the factors that positively affect the sustainability of the
cooperation.

The objective of the article is to attempt to conduct a detailed projection of the city placement strategy with emphasis on its main themes, components and decision-making problems of the teams of filmmakers. The author relied in this respect on the diagnosis and analysis of the decision-making processes and procedures which are appropriate for large Polish cities, their governing bodies, promotion strategies and the principles of
collaboration with media partners. By assumption, the process and structural approach that is applied has the objective of highlighting the main
determinants of the city placement implementation strategy in the marketing practice of cities and regions.

The article is an assessment of the statutory regulation of tasks and competencies of bodies of territorial self-government with regard to road
traffic management and, in particular, issues such as the subjective scope of road and road traffic management as well as the authorities which are
competent in these matters, the powers of the bodies managing traffic regarding changes in vehicle speed limits on the roads, the legal nature of
the activities of approving traffic organization and setting up road signs, supervision of traffic management on the roads and administrative court
control of the approval of the organization of road traffic.

In this article, the author comprehensively discusses the issues of an administrative authority withdrawing a licence to sell alcoholic beverages
because of a disturbance of public order related to the sale of these beverages in given premises. The author analyses the constitutionality of
the solutions adopted by the legislature and presents premises of their proper application and procedural – including evidential – requirements
conditioning the withdrawal of the licence legally, in light of the case law of the administrative courts.
